There is no in-built system for this but can be achieved using a 3rd party monitoring tool. Have you tried considering writing a custom script in WMI?

This is a good one, but is there a way i can get the email trigger at 1 time in a day even if the Q's are not in crtical or warning state..Ideally i am asking you for a script which will run and tel either of 3 conditions
1#Crtical State
2#Warning State
3#"X" number of mails in "X" queue when i run the script.

This is a requirement for me. Help is much appreciated
